For me, it seems logical, considering the fact that the Ice Cavern seems unfinished in many ways. Many players agree that the Ice Cavern= parts of the scrapped Ice Temple. I wonder if Nintendo originally planned a light temple with the hookshot as a dungeon item? Where would that light temple be located? Was the Temple of Time meant to be expanded like in Twilight Princess? The ice arrows from Gerudo Training Grounds are not necessary in order to beat the game either.

The Deku shrine's reward (from Majora's mask), the Mask of Scents, is not needed to complete the game. It seems odd to me that they put such a "valuable" reward in a minigame. The hookshot is an important item that you need in order to enter the Forest Temple. I'm also wondering if the hookshot was originally meant to be in Dampé's grave.

Lately, I have wondered a lot about how odd it is that Link receives a free light medallion from Rauru (without actually beating a dungeon).
